UNITED NATIONS, March 16 (Reuters) - The United States believes that U.N. Security Council members should consider measures to protect Libyan civilians that go beyond a no-fly zone, the U.S. envoy to the United Nations said on Wednesday.
"The U.S. view is that we need to be prepared to contemplate steps that include but perhaps go beyond a no-fly zone," Ambassador Susan Rice told reporters. (Reporting by Louis Charbonneau; editing by Doina Chiacu)
