The situation in Central Africa Republic (CAR) has deteriorated further since 5 December 2013 when anti-Balaka militia attacked the capital, Bangui, and the north western town of Bossangoa. Currently, 1.6 million people are in need of assistance across the country and the government is struggling to provide basic services. Many displaced people, Muslims and Christians alike, lack access to justice, legal advice and non-violent mechanisms for conflict resolution. In addition, many IDPs are at risk of statelessness as they do not possess civil-status or identity documents. Basic needs include nutrition, protection, health care, water, sanitation and shelter. Combating sexual and gender-based violence (SGBV) is important as harmful traditional practices continue to endanger women and girls.

On 20 December 2013, the ACT Alliance Secretariat has issued revision 1 of the appeal CAF131 which reflected the changing context and increasing needs of conflict affected people in CAR. Humanitarian actors in CAR needed to adjust their programmes and their work was seriously impacted by the deteriorating security situation. However, the two requesting members in this appeal, The Lutheran World Federation (LWF) and Finn Church Aid (FCA) are continuing carrying out humanitarian programmes in CAR despite the challenging environment. Detailed needs assessments and adjustments of programmes have led to this second revision of the appeal. Changes and additional information in comparison with revision 1 are indicated in blue letters.

The programmes of LWF and FCA will be implemented in Nana Mambéré, Ouham Pendé, and Bangui. Support will be provided in the sectors of food security and livelihoods, protection and peace building, WASH and shelter, local partner capacity building, and education. The component of LWF in the appeal is already fully funded while LWF is requesting a balance of 3,377,623 USD.
