Maryland governor declares state of emergency over storm

Oct 1 (Reuters) - Maryland Governor Larry Hogan declared a state of emergency on Thursday and warned of heavy rains, power outages and flooding from an expected storm.

"While we are hoping for the best, we are preparing for the worst," he said during a news conference.
