Oct. 30 - Tropical Storm Noel left at least a dozen people dead in the Dominican Republic and Haiti as it passed over the island of Hispaniola, dumping 10 to 20 inches of rain.
The storm was expected to spare Florida and critical U.S. oil and gas facilities in the Gulf of Mexico.
