WASHINGTON, April 7 (Reuters) - Senate Majority Leader Harry Reid said on Thursday the U.S. government appeared headed toward a shutdown because a spending bill for this year is bogged down in ideological wrangling over abortion and environmental issues.
"The numbers are basically there," he said in a speech on the Senate floor. "Our differences are no longer over how much savings we get on government spending. The only thing, the only thing, holding up an agreement is ideology."
