As reported by the Economic Times

Around 2.8 percent of India's 1.2 billion population pays personal income tax, the Economic Times reported on Wednesday.

"The number of effective taxpayers as on March 31, 2011 was 33.57 million," S.S. Palanimanickam, minister of state for finance, was quoted as saying in a written reply to parliament.

The report did not, however, mention the number of people in India who are eligible to pay tax.
