Job Purpose                      

To build the capacity of theAfghanistanteam and partners in the area of programme planning, monitoring and evaluation

The Advisor will be responsible for ensuring that best practices in PM&E are applied throughout the organization and by its partners once identified in a participatory manner that strengthens the community development process. The Advisor will be responsible for helping teams to manage their project cycles and track progress according the programme Results Frameworks

Main Duties & Responsibilities               

  • To support the design and implementation of programme planning, monitoring and evaluation systems for all programmes, (FIM, Health (Environmental Health) Women’s Empowerment and Education) in the geographical areas of Kabul, Takhar and Badakshan provinces.
  • Guide the process for identifying and designing key process performance indicators for each project/ programme and design tools for data collection and progress reporting
  • Conduct an annual internal review with programme management in participation with identified  partners, communities and other stakeholders relevant to the programme
  • Work with management and programme coordinators to ensure that programmes and projects have appropriate, realistic and measurable indicators
  • Support the development of programme and country Result Frameworks
  • Ensure baselines are conduced and analysis completed for all projects/ programmes
  • To build the capacity of Concern staff and partner staff in the area of planning, monitoring and evaluation
  • Ensure that approaches filter down to community based organizations and partners
  • Work with programme management to support them to apply lessons, follow up through monitoring and provide ongoing support
  • To develop linkages with key district and provincial  institutions (Takhar and Badakshan) in the area of monitoring, evaluation and research
  • To support the development of management systems and practices that integrate planning, monitoring, evaluation and learning
  • Ensure that data collection tools and methodologies are adapted to various contexts
  • Prepare appropriate forms, formats and databases for data storage and analysis
  • Support the team to carry out comprehensive and appropriate contextual analysis and document
  • Training of staff on gender analysis and gender audits in all programme locations
  • Support the teams to document lessons learnt and provide support and leadership to the team to monitor the project/programme to see if activities are adapted, in line with lessons learnt
  • To support the development of downward accountability mechanisms as an integrated part of the planning, monitoring and evaluation cycles (i.e. going beyond participation as consultation but really stimulating participation for accountability)

PERSON SPECIFICATION

ESSENTIAL

Essential:             •             Third level qualification

Desirable:            •             MA/Diploma in programme management, programmes planning or related   

                                           Thematic subject (FIM, Health, HIV/AIDS, Education, Gender)

 Experience Required:

  • Minimum 3 yrs experience working overseas in development programmes managing or advising organizations/ institutions on PM&E systems
  • Experience working in the area of monitoring and evaluation, especially related to ‘software’ focused projects
  • Experience working with local NGOs and partners in advising them on PM&E practices
  • Experience in setting up small and mid-sized assessments, appraisals and evaluations
  • Advising on the logical framework
  • Experience of planning and conducting training for staff
  • Strong understanding of community development, PRA/ PLA, MSC and other tools and approaches
  • In depth knowledge and understanding of  Results Frameworks
  • Experience in managing research and advocacy
  • Proven track record in a training role
  • In-depth knowledge of HAP/ Accountability
