WASHINGTON, Aug 22 (Reuters) - The Securities and Exchange Commission voted 3-2 on Wednesday to finalize a controversial rule that requires manufacturers to disclose to investors whether their products contain certain minerals from the war-torn Democratic Republic of the Congo.
The commission's two Republican commissioners voted against the rule and said it fell outside the agency's mission of investor protection.
