COUNTRY PROGRAM DESCRIPTION

The American Refugee Committee (ARC) Darfur program started in 2004 in response to the emergency needs of some 500,000 war-affected IDPs and host populations in the Tulus and Gereida corridors in southern Darfur. The overall aim of the program is to improve the well-being of the target populations by addressing their immediate humanitarian needs and contributing to long-term community stabilization.

 

In conjunction with the ARC Khartoum, the South Darfur office in Nyala supports the delivery of primary health care services at 14 rehabilitated community clinics and a large clinic in the Gereida camp in addition to reaching out with mobile clinic services to 6 remote communities in which health facilities have not yet been rehabilitated. Water and sanitation services, including the construction/rehabilitation of boreholes water yards, household and institutional latrines and hygiene promotion messages, are also delivered in war-affected communities. A small agriculture component assists resettling IDPs and host populations with seeds, tools and extension services to grow their own food. With an annual budget of between $5-8m, the Sudan program has 10 expatriates and over 330 national staff some of who are seconded from the line Ministries of the Sudan government.
 
PRIMARY PURPOSE OF THE POSITION
The Senior Program Coordinator (SPC) will be directly responsible for the overall management and coordination of the various components of the ARC Sudan Program.  Within a matrix management structure, the SPC will report to the Country Director and State Manager – Head of Office.  The SPC will directly supervise Sector Coordinators, who are responsible for the day-to-day management of their respective sectors.

  • In Coordination with the State Manager, Logistics Coordinator, Finance Manager, HR Manager and other support units, the SPC will mobilize support to enhance the work of the Sector Coordinators.
  • The SPC will ensure that the various sector activities are integrated and effectively managed to bring greater impact to ARC constituents.
  • In conjunction with Sector Coordinators, the SPC will develop sector workplans and budgets and closely monitor implementation of planned activities and utilization of allocated budgets.
  • In coordination with the Sector Coordinators and Monitoring and Evaluation Officer, the SPC will develop and monitor program indicators.
  • The SPC will update the Country Director, State Manager and other senior management team members on program implementation progress and constraints on a regular basis.

 
MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
Program Management (50%)

  • Lead the development of clear objectives and achievement benchmarks for all program activities.
  • Compile an overall program workplan and ensure Sector Coordinators implement their respective components according to agreed schedules.
  • Closely monitor program implementation and budget utilization and ensure that program and spending targets are met, working with sectoral leads on monthly spending plans based on budget vs. actual analyses.
  • Monitor compliance with donor regulations and ARC policies, in the course of program implementation and build capacity of staff in this area as needed.
  • Ensure regular communication between the program teams and the technical support units, especially with regards to follow-up on procurement requisitions.
  • Work closely with the Program Support Officer in Khartoum to ensure effective sharing of programmatic information between Khartoum and the field.
  • Ensure timely production of high quality donor reports.
  • In coordination with the Monitoring and Evaluation Officer and Sector Coordinators develop program indicators and monitoring protocols.

 

Program Development (30%)

  • In coordination with the Program Support Officer and the State Manager, provide leadership in program design and in shaping the strategic direction of the Darfur program.
  • Lead the development of new sector activities and support the enhancement and expansion of existing sectors.
  • In coordination with the Program Support Officer, lead the development of quality program and cost proposals, ensuring donor and HQ requirements are fully met.
  • Ensure integration of sector activities to the degree possible, to maximize the efficient use of resources and efficacy in meeting the needs of beneficiaries.
  • As a member of the Sudan Senior Management Team, contribute to efforts to grow the ARC Sudan program.
  • Ensure high quality representation of ARC in meetings with other INGOs, donors, Government of Sudan, and other interagency groups.
  • Play a leadership role in developing collaborative relationships with other organizations.
  • Contribute to production of communication opportunities and tools to increase visibility of ARC-Sudan among donors, government counterparts, partner organizations, ARC-HQ and other audiences as appropriate.

 

Personnel Management  (20 % of time)

  • Supervise the work of Sector Coordinators and mobilize necessary support for them in coordination with program support departments.
  • Carry out annual performance reviews for all program staff directly reporting to the position and ensure performance management tools and process are implemented.
  • Identify and advocate for capacity building opportunities for program staff.
  • In coordination with the Country Director, State Manager and HR, support the recruitment of new program staff as and when required.

 

 

EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED

  • 5 years of overseas experience (ideally in sub-Saharan Africa), in programs in complex emergency or post-conflict settings with management and supervisory responsibilities in program administration at senior management level required. 
  • Masters degree in relevant field preferred (Development Studies, Social Sciences, International Relations, Public Health, etc).
  • Knowledge and understanding of best practice monitoring and evaluation systems and procedures.
  • Performance Management knowledge.
  • Experience working in Darfur or similar insecure environments preferred.
  • Good analytical and writing skills
  • Good skills in integrated multi-sector programming.
  • Experience working with and coordinating with donors including USAID (OFDA), UNICEF, UNDP/CHF and with INGOs, national NGOs and government agencies.
