Cambodia Floods – KHM131
Appeal Target: US$ 1,012,541
Balance Requested: US$ 781,541

Geneva, 24 October 2013

Cambodia is experiencing severe flooding as a result of greater than average rainfall caused by typhoons and other severe weather systems. The Mekong and Tonle Sap rivers are overflowing and 16 of 24 provinces are affected by severe flooding, especially those by major river courses. Flooding has also affected areas in and around the capital city of Phnom Penh.

According to the Humanitarian Response Forum (HRF), more than 1,700,000 people have been affected by the flooding and approximately 119,000 people were displaced at the time the report was released. According to the report 134 deaths have been caused by the flooding, mostly by drowning. The most affected people are extremely poor families, many of whom are landless migrant labourers, HIV+, the elderly and orphaned children. It is expected that poor farmers will also be affected in the coming weeks and months as it is expected that agricultural land will be damaged, which may lead to crop failure. According to this report, a total of 244,000 hectares of rice crop have been inundated, half of which is in the provinces of Banteay Meanchey and Battambang.

Since some other agencies have started carrying out immediate relief activities, the ACT Forum Cambodia has decided to focus on early recovery. The forum would rather advocate with the government to fulfil its responsibility towards the people and provide immediate life saving support.

ACT Alliance members Church World Service (CWS), Life with Dignity (LWD), DanChurch Aid (DCA) and Christian Aid (CA) will implement this appeal along with their local partners. The appeal will be coordinated by DCA/CA.

The appeal budget is indicative as of now, as the forum is contemplating on two possible scenarios of providing assistance. In the first scenario, the beneficiaries will be provided food and WASH support and in the other WASH and Cash Transfer. A final decision will be made on October 28, based on findings from assessment and feasibility of activities.
