ACT Alliance Syria Humanitarian Response

1.    Brief description of the emergency and impact

Since the outbreak of the civil war in Syria in March 2011 around 3, 249,644 Syrian refugees have fled to the neighbouring countries with Jordan hosting 618,615 and Lebanon 1,143,899 as of Nov. 25th . The number of internally displaces people and refugees continue to grow as well as the humanitarian needs of this population.

Jordan’s population topped 11 million, out of which 7 million are Jordanian and the rest refugees and other nationalities. The officially registered Syrian refugees in Lebanon are almost a quarter of the county’s population, although the actual number is believed to be far higher, resulting in a huge burden for those countries.

2.    Why is an ACT response needed?

ACT Alliance members have provided humanitarian support from the onset of the crisis. Their decades-long experience in the region enables them to reach out to the communities and to address adequately the most urgent needs according to humanitarian principles.

3.    National and international response

Since the beginning of the crisis, numerous assessments mapping the needs of the refugees and IDPs from Syria have been conducted. The most comprehensive resource currently available is the Syria Regional Response Plan (RRP6)  which is the planned or proposed responses of various UN agencies and other local and international actors, including ACT members and their requirements and priorities for relief projects, region-wide.

4.    ACT Alliance response

ACT members in the region coordinate the humanitarian response in the ACT Jordan/Syria/Lebanon (JSL) Forum. Members have carried out their own detailed needs assessments and work in various sectors, which include but are not limited of food, NFI, winterization programmes, psychosocial support, education, shelter, and health. It is anticipated that the full appeal will be released on 19th December 2014.

5.    Planned activities

ACT members will provide humanitarian assistance in Syria, Jordan and Lebanon. The timeframe for implementation is one year. The chart below provides details on geographical areas of response, sectors, targeted population and an approximate budget.

6.    Constraints

•    The security situation in Syria
•    Continuous and prolonged bureaucracy of the official departments in granting approvals to the proposed activities
•    Funding shortage
