Iraq is experiencing a decade-long humanitarian crises resulting from the continuous war with neighbouring countries, internal political as well as ethnic conflicts. Dramatic events at the beginning of 2014 caused a new influx of 450,000 internally displaced people and more people were fleeing their homes throughout 2015. Local communities have generally welcomed displaced Iraqis alongside Syrian refugees though the strain on local resources is substantial. The scale of the crisis and the financing requirements has escalated, leading to a considerable increase in the urgency and scale of humanitarian needs with 8.2 million people requiring urgent humanitarian assistance (OCHA Aug. 2015).
Providing humanitarian support to the displaced population and host communities in Iraq has become a major challenge. The security situation remains extremely volatile; most of the new arrivals of displaced people have settled outside of camps which make it difficult to provide tailored made humanitarian assistance; humanitarian organizations have difficulties finding qualified people able to support the implementation of project; and multiple displacements make it difficult to identify specific needs.
Nevertheless, several ACT Alliance members continue providing support to the most vulnerable displaced people and host communities in Iraq. With the appeal on hand, the Lutheran World Federation, Christian Aid and Norwegian Church Aid are requesting 5 Mio. USD to be used for a 12 month period for the implementation of projects. The funds will be used to provide support in the sectors of food security, WASH, shelter, psychosocial support, education, livelihood, health, cash transfer and protection. The different parts of the project will be implemented in Sulimaniyah, Erbil, Halabja and Duhok in addition to restricted locations in Federal Iraq. If fully funded over 400,000 people will benefit from this ACT Alliance coordinated humanitarian action program.
